For users or departments, change the defaults for Frequently Called User Settings from the Advanced Speech Settings page.
The Favor Frequently Called option is disabled by default. From the System > Preferences page, you can enable it for departments or users.

You can modify the settings for frequently called users when the Favor Frequently Called option is enabled on the System > Preferences page. Use the Defaults > Advanced Speech Settings page to modify and override user settings.
