After you install or upgrade the Vocera Voice Server, the VSTContacts and VSTUsers groups are created in the Global site to allow a potential integration with the Vocera Secure Texting solution.
If the database of the Vocera Voice Server contains data (that is, during an upgrade), the groups VSTContacts and VSTUsers are created immediately.
If the database of the Vocera Voice Server is empty (that is, during a new installation), the groups VSTContacts and VSTUsers are created as soon as you create a user or a group in the Vocera Voice Server.
